A category “A” license gives the driver the right to drive a motorcycle. They are one of the easiest to obtain. Motorcycles with a small engine capacity, as well as mopeds, are available for riding from the age of 16, but only with open categories M or A1.
You can drive powerful motorcycles and motorcycles with sidecars from the age of 18. Training is easier for those who know the rules of the road or already have an open category B.

Along with traditional motorcycles and mopeds, on Russian roads you can increasingly see vehicles that run on electricity. Such scooters have a number of advantages. Among them are efficiency, noiselessness, and excellent dynamics. In addition, such transport is environmentally friendly.
Motorcycles
This type of transport is dangerous due to its speed, therefore, for vehicles with an engine capacity of 50, 125, 250 cubic centimeters, a category “A” driver’s license is required. Ignoring this requirement may result in a fine of 15,000 rubles and confiscation of the vehicle to the penalty area.

Scooters
Along with mopeds, driving these vehicles requires an “M” license. As a rule, the engine capacity of scooters does not exceed 50 cubic centimeters.

On the other hand, if you have a driver's license "B" for a passenger car, no additional exams are required. Pitbikes
Mainly, such a small vehicle is intended for sports driving on various tracks. On the Russian market you can find copies with engine capacities of 50, 110, 125, 150 cubic centimeters. Therefore, rights are needed for any of them.
For the smallest pit bike, category “M” will be sufficient. For other variants of this motorcycle transport, you must obtain an “A” license.

Legal standards

Driving
Only those who have passed the theoretical exam well can test their skills in practice. But in addition to good results, it is necessary to have positive recommendations from your driving instructor.
This part of the tests includes:
- Getting to know the training ground.
- Studying different brands of motorcycles.
- Application of acquired theoretical knowledge in practice.
There may be more driving lessons than required by law (at least 18 hours). In this case, the conditions are specified additionally. Moreover, the word “hour” means an astronomical period of time equal to 60 minutes.
The practical part is handed over at a specialized motorcycle or auto site. There are a number of exercises that must be completed in order to obtain a motorcycle license. They can be divided into 3 blocks and classified as follows:
- Acceleration-braking; overall semicircle; large corridor.
- Driving at low speed; rut board; snake
- Dimensional eight.
For the exam to be valid, all tasks must be presented with minimal errors. For each miss, a certain number of penalty points are awarded. The maximum allowed number is 4. Otherwise, the applicant is sent to retake.

Driving is rented at the site. There is no need to travel to the city to conduct an exam for this category. After all parts of the exam are successfully passed, the student has the right to receive category A.
If the applicant fails to complete any task, he is given a retake date. This usually happens within a week. In this case, you are allowed to try to pass the practical exam for 6 months. This is stated in paragraph 12 of Government Resolution No. 1097. The main rule is to successfully pass the theoretical test.
Required documents
To obtain an appropriate driver's license, you must provide the following documents to the traffic police department:

What motorcycles and mopeds can you ride from the age of 16?
You can get a driver’s license of category “M”, subcategory “A1” in Russia from the age of 16. To do this, you need to undergo full training at a certified driving school.

Motorcycles with sidecars

Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.
Attention! To drive scooters with an engine capacity of up to 50 cm3, you need a category “M” driver’s license.
It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. What can you drive without a license?
There is such a type of vehicle as motocross mopeds . As a rule, they are always powerful and can overcome difficult routes due to their specific design. Moreover, the more power and engine capacity for these mopeds, the better.
The whole point is that they qualify not as vehicles, but as sports equipment, since there is a sport in which they are used. It follows that these mopeds are not allowed on roads, but they are an excellent option for riding on country roads or on roads clear of other vehicles.

What documents are needed for registration

Registration option without any documents
Situations often arise when a person wants to register his vehicle (scooter), but he is missing some important documents. The question arises whether he can do this, because the legality of riding a scooter will depend on this.
This possibility exists, but to do this you will have to collect all the documents that relate to this motor vehicle. These may include checks or sales contracts, that is, those that will directly indicate the fact that the moped really belongs to this person.
The procedure looks like this:
- The first step is to contact the traffic police. To do this, you must have a passport of a citizen of the Russian Federation and a document that will confirm the purchase of this vehicle. It must be in the name of the future owner, since otherwise the entire registration process may become even more complicated and lengthy. Otherwise, if it is not in the owner’s name or is missing altogether, contact the MREO for clarification. This is done at the place of registration.
- After the first stage, all necessary documents are filled out to undergo number verification, and then the fee is paid.
- After the verification has been completed, inspection workers certify the forms and affix a stamp.
- When all the documents are completed and ready, you need to contact the MREO at your place of registration. There you can also submit an application about your desire to register your own vehicle.
It should be taken into account that after such registration, it will be impossible to remove it for the next three years. This applies to both scooters and mopeds or other types of motorized transport. A driver's license is not required to register. To do this, a person must be over 18 years old and have a passport of a citizen of the Russian Federation.
Required documents to ride a small scooter
It should be remembered that not only the registration of a 50 cc scooter. in the traffic police is the only and necessary one. To travel on a scooter, the following documents are required:
- They undergo a state technical inspection and receive a coupon that certifies the passage.
- MTPL insurance (on a voluntary basis, but in some cases it is indispensable).
- Register with the traffic police.
- Availability of a medical certificate that authorizes the use and operation of this vehicle.
- Actually, a license (driver’s license), without which driving is illegal (categories M, A, A1).

You can get a license after successfully passing a driving test and a traffic rules test at the State Traffic Inspectorate. The exam for obtaining the appropriate driving category consists of two parts: theoretical and practical. If an attempt to pass any part is unsuccessful, the person is sent for a retake. It can happen no earlier than a week from the date of the last delivery. A total of 3 attempts are allowed for a retake. If they were unsuccessful, then the next test is scheduled at least 30 days later.
If a person managed to successfully pass both parts of the exam, be it the first attempt, or even the third, he receives a driver’s license of the appropriate category. It will be valid for 10 years.
What will it be like to drive without a license?
So, the last issue we are considering is the fine for violations due to the lack of the right to drive at all or a certain category (if there is no category, you do not have the right to drive this vehicle, so the fine is the same).
It ranges from 5 to 15 thousand rubles under Part 1 of Article 12.7 of the Administrative Code. This fine is imposed in cases of driving:
- on a scooter without any category of license,
- on a motorcycle without open category “A”,
- on an ATV without a tractor license,
- by car without category “B”,
- in all other cases when you need the appropriate category to drive this vehicle, but you do not have it in your license.
Fine
Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.
According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.
Cost of education
The cost of training at a driving school will depend on certain factors, such as the region of location and the prices of the educational institution itself. Typically, the cost of training ranges from 4 to 10 thousand rubles, but in some regions driving schools can set prices in the range of up to 20 thousand rubles.
When determining which school to study at, you should not immediately enroll in the institution that offers its services at the lowest price - such an advantage may hide disadvantages in the form of a low material and technical base, insufficient qualifications and experience of teachers.
Scooter from abroad
Quite often they buy small scooters abroad because, as a rule, they cost less there and are almost always in better condition. However, all this is suitable for comparison if a person purchases a used moped. If it is new, its condition will naturally be different from a used one.
When purchasing abroad, a special document is issued, which confirms the fact that the moped was imported into the country legally. Do not forget that the customs clearance documents must be issued to the owner of the scooter.
After this, you can go to register the vehicle at the traffic police. There, after the entire procedure, a technical ticket is issued and numbers are issued, which are attached to the back. A technical pass is a document that a driver must always have when driving on the road.
