Small vehicles in the Russian Federation are gaining increasing popularity. Scooters are easy to use, do not require much parking space, and are maneuverable. However, when driving on the road, a citizen must know the traffic rules of the Russian Federation and be able to drive a vehicle. There is no official definition of a scooter in the traffic rules. The fact is that the personal scope of the vehicle is very wide. In 2022 they range from category M to A.
So, there are the following scooter models:
- hyperscooter – engine capacity exceeds 500 cubic centimeters;
- maxiscooter – engine capacity is 250-400 cubic centimeters;
- midiscooter - engine capacity is 125-250 cubic centimeters.
The wide variation makes it much more difficult to define a scooter from a legal point of view. The traffic rules reflect the terms “moped” and “motorcycle”. Specifications by category are made based on the speed and design characteristics of transport. However, the following features must be taken into account:
- Most scooter models have an engine capacity of 50-125 cm3. As a result, you will need to obtain a category A1 license (Article 25 of Federal Law No. 196 of December 10, 1995 “On Road Safety”).
- The engine power of classic moped models is up to 50 cubic centimeters. To travel on the road you must obtain a category M license.
From the above we can conclude that in 2022 the scooter belongs to the A1 category of light motorcycles, but only conditionally. Much depends on the specific model.
In the European and Russian markets, scooters with an engine capacity of up to 50 cubic centimeters were previously very popular. No license was required for such vehicles. Significant changes have now occurred. In the Russian Federation and most EU countries, you need a license to drive a scooter. Consumer demand has leveled off. Is there a fine for not having a moped driver's license?
The punishment for not having a driver's license for moped drivers is no less severe than for motorists. For driving a scooter without a license, a fine ranges from 5,000 to 25,000 rubles. If a disenfranchised driver drives a scooter that is not his own, then the owner of the vehicle who handed over control to him may also be punished. For the owner, the fine is even higher - 30,000 rubles. These punishments are imposed on the basis of Art. 12.7 Code of Administrative Offences.
If the mopedist passed the exam at the traffic police and has a license, but did not take the certificate with him, then the punishment will be much milder: a warning or a fine of 500 rubles. (Article 12.3 of the Administrative Code).
In accordance with Art. 32.2 of the Administrative Code, you can get a 50% discount on any of these fines if you pay it within 20 days after issuance. Thus, penalties for driving without a license will amount to 2,500-12,500 rubles, for transferring control to such a person - 15,000 rubles, and for a forgotten license - 250 rubles.
Law on obtaining a driver's license for a scooter
The process of obtaining a license in the Russian Federation is regulated by Federal Law No. 196 of December 10, 1995 “On Road Safety”. The categories of certificates are enshrined in Article 25 of the above-mentioned legal act. On November 5, 2013, the classic list was supplemented with category M. Its presence is necessary for driving mopeds and scooters with an engine capacity of up to 50 cubic centimeters. The certificates themselves began to be provided on November 5, 2014. From this date, drivers of mopeds and scooters could enroll in a driving school and obtain a driver's license.
Certain adjustments have affected the traffic rules of the Russian Federation. In particular, paragraph 1.2 established the definition of a moped. It is called a two- or three-wheeled mechanical vehicle, the maximum speed of which cannot be more than 50 km/h, and the working volume of the internal combustion engine does not exceed 50 cubic centimeters. By definition, a low-power scooter is suitable here. To drive such vehicles, category M license is required.
If an electric motor is installed, its maximum power in continuous load mode should be 0.25 - 4 kW. ATVs with similar technical characteristics are considered mopeds. The driver of such a vehicle is required to have a category M driver's license (clause 2.1 of the Russian Traffic Regulations).
Since a scooter is a cross between a moped and a motorcycle, there is also a convergence in the availability of rights. Their category depends on engine power. If the above specifications for a moped are exceeded, an A1 license may be required. In 2022, such licenses are required for motorcycles and scooters with an internal combustion engine displacement not exceeding 125 cubic centimeters and a maximum power of up to 11 kW. What kind of transport can you drive without a license?
Driving most vehicles requires training and a license. But there is a group of transport in which travel is allowed without passing exams and paperwork. These include:
- Rollerblades and scooters. In the full sense, this cannot be called technology, but to operate skateboards and electric scooters, including those with an electric motor, obtaining permission is not required. Their “drivers” have the same rights as pedestrians. Such “vehicles” do not have a motor and move only due to human efforts; they are not capable of causing severe harm in a collision.
- Bike. You can drive it without a license. And although the question of the need to register such equipment and obtain a license and license plate for cyclists has been raised more than once, today anyone can ride one, even if it is an electric bicycle.
- Hoverboard or motorcycle wheel. Such devices differ from previous ones in the presence of a motor. However, they are not required to register or take a management exam. “Drivers” are not treated like pedestrians, although they can even walk on the sidewalk, but are considered owners of an electric vehicle.
- Motoblock. Having a powerful engine, like a motorcycle or scooter, is not a basis for obtaining a license. This device is not intended for road use, so you do not need a vehicle license or license to use it.
- Electrical engineering. All devices, such as an electric scooter or electric motorcycle, that do not reach a speed of more than 50 km/h and their power is less than 250 Watts, do not require obtaining a license. In fact, they differ only in the presence of an engine on a battery, the charge and power of which is not enough to assign it the category of a full-fledged transport.
In other cases, a license is required, especially for a snowmobile, motorcycle, jet ski and other equipment. This is necessary to ensure traffic safety.
The increase in the number of accidents on the roads has led to the need to tighten the requirements for obtaining a license to drive scooters. Do you need a scooter license in 2022?
A scooter license has been required since 2014. The fact is that on December 10, 2012, a bill was introduced for consideration to amend the Federal Law “On Road Safety”. The regulatory legal act was approved on November 5, 2013. However, the document came into force only a year later. When and who needs to register a motorcycle with the traffic police
The new owner or his representative must register the two-wheeled vehicle with a power of attorney certified by a notary.
The countdown of the registration period does not depend on the place where the bike was purchased:
- In Russia – 10 days from the moment of concluding the contract or receiving a receipt from the store.
- Brought from abroad - 10 days from the date of receipt of customs documents.
All models of motor vehicles with a power exceeding 50 horsepower are subject to mandatory registration.
Pit bikes and motocross motorcycles do not require registration. They are not adapted to traffic conditions on public roads due to the lack of rear-view mirrors and turning lights. Having spotted such a vehicle in the city, traffic police officers can seize it and send it to the impound lot.
The exception is certain types of crossbikes, which can still be registered and ridden on public roads. These are supermoto and enduro motorcycles.

Do you need a license for a scooter up to 50cc in 2022?
A scooter with an engine capacity of less than 50 cubic centimeters requires a category M license. If you refer to Article 25 of Federal Law No. 196 of December 10, 1995 “On Road Safety,” it turns out that such a license is needed for mopeds and light quadricycles. The definition of the first vehicle is enshrined in clause 1.2 of the Russian Traffic Regulations. It says here that a moped is a two- or three-wheeled vehicle with an engine displacement of less than 50 cubic centimeters and a maximum speed of no more than 50 km/h. If the scooter meets these characteristics, it is recognized as a moped. As a result, there is a need to obtain a driving license for a category M scooter.
With an engine displacement of over 50 cm³ and a maximum speed of over 50 km/h
If it accommodates an engine with a volume of over 50 cc. cm, it is equivalent to a motorcycle, the driving of which requires special rights.
With engines up to 150 cc they have won an army of fans in our country. They are used when traveling, as well as in courier services around the city. Visually distinguishing them from small cars is very difficult.
Traffic police officers have special requirements for such vehicles:
- technical inspection;
- MTPL insurance;
- registration in the traffic police computer database;
- Category A license.
Some are trying to make a “motorcycle” from their mopeds by increasing the engine displacement. But such reconstruction, as a rule, negatively affects both the engine and the operation of the moped itself. This often leads to premature wear of the gearbox.
Not long ago, scooter designers underestimated engine capacity by 0.1 cc. cm so that owners do not need to obtain rights. Now this trick doesn't work.
Register a moped with the traffic police
Formally, for traffic regulations, a moped and a scooter are one and the same. Only engine size determines the presence or absence of a license. Registration with the traffic police of a moped with an engine of 50 cubic meters or more must be completed.
Open category "A"
Literally, the word “scooter” means “motor scooter”, and sometimes it is translated as “children’s scooter”. This vagueness of concepts leads to ambiguous rules, including those that confirm the need to have rights.
- Owning a powerful scooter with a volume of 125 cubic meters or more obliges you to acquire subcategory A1 rights.
- If the volume exceeds 150 cubic meters, category A is needed. Maxiscooter, produced in Japan, China and some European countries, has an engine power of 300 - 800 cubic meters. cm.
Category A allows you to drive any vehicle whose weight does not exceed 400 kg.
But for driving a car, this category is not enough. A driver with category A has every right to drive on a motorway for any purpose.

What is category A
Driver's licenses - documents certifying the right of an individual to drive vehicles - are divided into several groups or categories. Depending on the size, power, load capacity and passenger capacity, the requirements for the driver, his training and qualifications, and in some cases, age and experience increase.
Among all types of transport, motorcycles stand out. They are distinguished by the presence of two wheels
(or three, if there is a side wheelchair trailer)
and specific features of seating and steering.
They sit astride motorcycles, and the steering wheel does not look like a round car steering wheel, but a horizontal bar. It is rigidly connected to the steered (front) wheel, their turning angles are absolutely identical. There is no trace of 2-3-4 car revolutions from lock to lock. The angle at which the steering wheel is turned is the same at which the wheel is turned. However, the maneuver, especially at high speed, is ensured not only by rotating the steering column, but also by tilting the body.
These characteristic features served as the basis for separating motorcycles into a separate transport group that requires special management skills. To confirm them and obtain permission to drive, you need category A license.
Differences between the old ID and the new one
Driving license forms have changed in appearance and content over time. Until 2014, they simply had category A, which gave access to everything that had a motor, the ability to move and at least somehow fit the definition of a motorcycle - from a teenager’s “tyrchik” (a bicycle with a motor) to a powerful racing bike (short for the English bicycle – two-wheeled).
To ensure road safety, differentiation was introduced in 2014. Within category A of rights, subcategory A1 appeared. In addition to it, a completely new one was introduced - M.
Those who had an old-style document at the time the changes were introduced do not need to urgently run to the traffic police and exchange it for a new one. The existing one remains valid until the expiration date indicated on the back side in column 11.
When a new one is issued at the appointed time, permission will be added to it in accordance with the data of the medical report. If it is undesirable to limit yourself, you should make sure (ask, insist) that it contains permission simply to receive category A without additional clarification.
What kind of transport are you allowed to drive with category A license?

Further, paragraph 7 of Article 25 states that the opening of category A allows driving motor vehicles belonging to categories A1 and B1. Note! Anyone with a Russian license with any open category is allowed to drive light quadricycles and mopeds (M). No special AM mark is required.
What do licenses for a scooter look like?
In 2011, driver's licenses in the Russian Federation were renewed. This was done to bring the document into compliance with international standards. This makes it possible to drive a vehicle on the basis of a Russian license in other countries. Due to the introduction of the M category in 2014, another update took place.
In 2022, scooter licenses are laminated paper forms with a plastic insert glued between them. This allows us to classify the document as being made on a plastic basis. The size of the ID is 85.6 by 54 mm. The corners are rounded. The form has a number of protective elements against counterfeiting. Present:

- presence of information on the provision of first aid.
The theory must be taken in the form of a test. You have 20 minutes to answer. The ticket contains 20 questions. There are several answer options for each of them. The examinee must choose the correct one. When the specified period of time is completed, the exam ends. A person is considered to have passed the theory if he has given at least 18 correct answers. In this case, you cannot make two mistakes in one block of questions. For each incorrect answer, you are given 5 additional questions and five minutes to solve them. If the person gives the correct answers, the test is considered successful. When the 3rd mistake is made, a retake will be required. A repeat exam is held no earlier than 7 days from the previous day. If 2 retakes are failed, a third attempt is scheduled no earlier than a month later.
When the theory is passed successfully, you have to pass the practice. During it, the ability to move away, maneuver a scooter, and use rear-view mirrors is assessed. The set of exercises consists of 3 parts. A person is obliged to fulfill them all. If the exercise cannot be completed successfully, a retake is carried out. It is performed according to the same principles as the theory retake. The only difference is that the theoretical exam for obtaining a driving license for a scooter has an expiration date. After 6 months you will need to retake it too.
Who can take training for a moped driving license?
As noted above, persons who do not have serious health problems may be allowed to study for a license. If your eyesight is poor, then the readings should not be more than minus/plus eight diopters. Otherwise, the seeker is not allowed to study. Serious astigmatism is also unacceptable, that is, the difference between the right and left eyes is more than three diopters. Responsibility and penalties for driving without a license

Some schools offer particularly attractive conditions at first glance. They prominently display the slogan “Fast and Cheap!” The amounts are almost twice as low as average, and the period reaches 2 weeks.

In addition to classes with a teacher, you also need to independently study and consolidate the material. This requires a fair amount of time - not just to memorize the answers to exam papers, but to learn to understand the situation on the road and react quickly and adequately to it. Those who do not have sufficient knowledge and skills, when their official confirmation is simply required, should not fall for such “advantageous offers.” This saving is not justified and will subsequently cost much more.
