When buying a scooter, you need to know what documents you should have for it, so that later, during operation, unnecessary problems do not arise.
First of all, you should always have a document confirming the ownership of the vehicle, even if it is a moped or scooter that is not subject to registration. If you buy a vehicle in a store, warehouse or wholesale center for further trade or for yourself, then between you and The legal entity with whom the transaction is being made must draw up a vehicle purchase and sale agreement. Chapter 9 “Transactions” of the Civil Code of the Russian Federation regulates the purchase and sale process. The contract specifies the date you purchased the product, its technical characteristics, brand, cost, responsibilities and details of the parties. If the purchase is made in a store, the buyer is also given a receipt and a warranty card for the product.
When buying a scooter from a private person, it is not necessary to draw up a written contract, but in order to protect yourself from fraud, it is still better to have some kind of documentary evidence that you bought it.
What motorcycles need to be registered?
Before considering the rules for registering STS, it is worth understanding which motorcycles are registered. Motor vehicles with a power of more than 50 horsepower are subject to registration. Please note that it is necessary to register a scooter or moped with the traffic police if the engine volume is more than 50 cm3 and the vehicle speed is more than 50 km/h.
Sports motor vehicles do not require registration. This is a two- or four-stroke motocross motorcycle and a pit bike. Traveling in such vehicles around the city is prohibited due to a design feature that does not meet safety standards. The exception is certain models of motocross bikes, Enduro and Supermoto, which are allowed to be ridden on city roads. They must be registered and receive numbers.
How is this regulated in the new edition of the traffic rules?
Starting from January 2022, the status of mopeds, which include scooters, has been completely determined. Current legislation equates scooters to mopeds, which means that from this year they are subject to mandatory registration, but under certain conditions, which we will consider further.
In accordance with Part 2 of the Russian Traffic Rules:
2.1. The driver of a motor vehicle is obliged to:
2.1.1. Carry with you and, at the request of police officers, hand over to them for verification:
– registration documents for this vehicle ( except for mopeds ), and if there is a trailer – also for the trailer ( except for trailers for mopeds ).
In accordance with paragraph 1.2 of the Russian Federation Traffic Regulations:
“Moped” is a two- or three-wheeled mechanical vehicle , the maximum design speed of which does not exceed 50 km/h , having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. Quadricycles with similar technical characteristics are considered equal to mopeds.
Attention! According to current regulations, registration of a moped (scooter) with a volume of up to 50 cc. No traffic police required!
Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.
Attention! To drive scooters with an engine capacity of up to 50 cm3, you need a category “M” driver’s license.
It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. This can be done starting from the age of 16, since the State Traffic Inspectorate annually recorded traffic accidents involving minor drivers of low-power scooters. It was this fact that became the key to changing the age limit.
Motorcycle registration steps
The procedure is performed in several stages. It may take one or two hours or last the whole day.
Sequencing:
- Make an appointment (take a ticket from the traffic police department or submit an application through State Services)
- Submitting an application to register a motorcycle
- Payment of state fees
- Motor vehicle inspection by inspector
- Obtaining license plates and STS

This is a standard list of documents. Additionally, they may require transit numbers and a customs declaration if the motor vehicle was purchased outside of Russia.
Scooter from abroad
Quite often they buy small scooters abroad because, as a rule, they cost less there and are almost always in better condition. However, all this is suitable for comparison if a person purchases a used moped. If it is new, its condition will naturally be different from a used one.

How much does it cost to register a motorcycle in Moscow?
To register a new or used motorcycle, the owner must pay a fixed state fee. The following are the current government fees in 2022:
- STS – 500 rubles
- license plate – 1500 rubles
- recording the owner’s data in the PTS – 350 rubles
- issuance or registration of a duplicate PTS – 800 rubles

Responsibility for driving an electric motorcycle without a license
E-bike drivers bear the same responsibilities as when driving a regular motorcycle without a driver's license. This is one of the most serious violations of traffic rules, and according to the law, in addition to a fine, the vehicle is detained and removed from driving. If you risk driving without a license, you won’t be able to get away with just a fine; a set of measures will be applied to you:
- The fine for the first violation will range from 5,000 to 15,000 rubles at the discretion of the traffic police officer. If you are caught again, the amount will increase to 30,000 rubles.
- The electric motorcycle will be sent to the impound lot. The “iron horse” can only be given to a person with a license and valid insurance. As a result, you will incur double expenses.
- Revocation of a driver's license in absentia may discourage you from driving again. Let us remind you: the fine for a repeated violation is already 30,000 rubles, and the term of punishment can be increased by a court decision.
If you haven't gone to a driving school, you might want to start with low-power electric motorcycles that don't require documents.
Of course, sometimes the driver of such a vehicle can be lucky (an example is in the video below), but this is rather an exception to the rule: both stationary and mobile traffic police posts, as well as motorcycle battalion officers, are quite successful in stopping violators.
What fine will I have to pay for not registering my motorcycle?
After the owner has bought a motorcycle, he must register it within 10 days. The deadline has been approved by the state; for violating it, the owner will be fined 1,500 rubles. Please note that 10 days are allotted for submitting an application to the State Traffic Inspectorate; the STS may be received later. For example, if documents are submitted on the State Services website on the 10th day after the conclusion of the DCT, and the procedure is completed on the 11th day or later, the owner will not be fined.
If a driver is stopped driving an unregistered vehicle, he will be fined 5,000 rubles, and the motorcycle will be sent to the impound lot.

How to register a motorcycle without documents with the traffic police?

A person may also be deprived of 50–70% of their basic income that is not related to social benefits. If the motorcycle driver is violated again, he will face a prison sentence of 2 years.
It is worth understanding that punishment for “drunkenness” cannot be avoided if the protocol is properly completed by the traffic police officer. When caught without a license, many motorcyclists refuse a medical examination or drink alcohol in the presence of an inspector.
