By law, a moped is considered to be a mechanical vehicle that has the following characteristics:

  1. The maximum driving speed should not exceed 50 km/h.
  2. The volume of the internal combustion engine should not be more than 50 cubic meters. cm or electric motor from 0.25 kW to 4 kW.

A moped can have two or three wheels, and ATVs are also considered mopeds. Even a bicycle that has an engine that matches the characteristics of a scooter can be considered a moped. Since April 2014, everyone who drives a scooter is required to have the appropriate documents. At the request of traffic police officers, the driver is required to present his license.

The scooter driver is also required to wear a helmet. If the moped driver is under 16 years of age, driving a scooter is prohibited.

Previously, any teenager without any special licenses could drive a scooter up to 50cc. However, legislation has now tightened the requirements for driving such mopeds. Are old licenses still valid?

Driver's licenses issued before 2014 did not contain categories M and A1. Instead, or rather before them, there was only the letter A. With the advent of innovations, they began to ask the question: is it necessary to change the license in order to drive mopeds and quadricycles with an open motorcycle category A?

As the Constitution states, the law is irreversible. Consequently, previously, before the introduction of changes, the received driver’s license continues to be valid in full until its expiration date.

After the expiration of the period, a new certificate is issued. There is no requirement to pass any exams.

What categories of motorcycle licenses will be allocated in 2022?

The motor market is ready to offer a huge selection of motorcycles. How not to get confused in this diversity and understand which category is needed to control a particular two-wheeled horse? The classification decided everything.

Since motorcycles are different, it was decided to distinguish three categories: “M”, “A”, “A1”. Each of them makes it possible to control motorcycles with different weights and engine sizes.

Driver requirements

  • The future driver must be healthy; the appropriate certificate is obtained before the start of the training course. It would be a shame to take a course at a motorcycle school and find yourself unfit for health.

When undergoing a medical examination, warn the medical commission about your desire to open the “M” category.

If you do not do this, the category will not appear in your rights. You will not be able to drive a moped.

Obtaining rights: specifics

To obtain a motorcycle license, you do not have to take the traditional city exam for obtaining any other license. In the case of a motorcycle, traffic police inspectors are limited to checking theoretical knowledge of traffic rules. Testing of practical skills takes place in special training grounds and sites.

Until the newly minted motorcyclist passes the theoretical course, he will not be allowed to take practical tests. In case of failure, retaking the theory is allowed after 2 weeks.

Some schools refuse to enroll in motorcycle riding courses in the winter. This is due to the complexity of road conditions. It is difficult to teach an inexperienced driver all the subtleties of driving on slippery roads.

Documents of the future driver

Until the applicant submits a full package of documents, he simply will not be allowed to study.

Procedure for obtaining a driver's license

Passing exams: step by step

The exam is divided into two independent blocks: theoretical and practical. The first involves testing the theoretical framework and rules. The second is aimed at identifying practical skills and abilities.

The theoretical part is taken entirely computer-based. During the test for knowledge of traffic rules, the test taker answers 20 questions. Ideally, the number of errors is zero.

20 minutes of time are allotted for the test - one minute per question. If one mistake is made, another 5 minutes are added to the time. During these minutes you need to answer an additional 5 questions from the block where the mistake was made.

If you make mistakes on 2 questions, 10 minutes and 10 questions are added to the time. If you miss 3 questions, the examinee is sent to retake.

The practical side of the exam takes place in the fresh air - at the training ground. Here everything is like at school, for a mistake - a minus to the final mark. It is enough to score 4 penalty points to be considered for a retake.

Minus 1 point for:

  • a warning signal not given by hand about planned braking;
  • late braking before the stop line;
  • low beam lights not turned on.

Responsibility for driving a motorcycle without a driver's license


A driver's license may be absent for various reasons, but in any case, you will have to answer for driving a motorcycle without a license:

  • There is a certificate, but the biker forgot it at home. The traffic police officer will check the driver against the database. If your license is in order, a fine of 5-15 thousand rubles will be issued.
  • The validity period of the VU has expired. This case is equivalent to the previous one, therefore the responsibility will be the same.
  • A traffic police patrol stopped a motorcyclist who had previously been deprived of his driver's license. In this case, the following penalties are possible: administrative fine of 30 thousand rubles;
  • administrative arrest for 15 days;
  • compulsory work – 100–200 hours.

These norms are prescribed in Art. 12.7 Code of Administrative Offenses of the Russian Federation.

Legal riding of a scooter with open category “M”

When the license is in the driver’s pocket, you can legally get behind the wheel of a moped and plow along public roads. Do not forget that having a driver’s license with the coveted category “M” does not cancel the requirements for compliance with traffic rules. In case of gross violation of traffic rules on a scooter, you will be deprived of the right to drive all vehicles.

Mandatory rules for driving mopeds include:

  • Use of a helmet;
  • Sobriety (for being in a state of alcoholic intoxication, your driver’s license will be revoked);
  • Low beam headlights must be on;
  • Age from 16 years;
  • It is prohibited to ride a scooter in the middle of the road. For this purpose, the right side of the roadway, bicycle paths or driving on the side of the road are provided (if this does not cause inconvenience to pedestrians);
  • Towing is prohibited in any form (if the moped is used as a tractor or as a trailer), etc.

As can be seen from the requirements listed above, the introduction of a new category “M” in licenses should have a positive impact on the general road situation. The previous carelessness and adventurism of scooterists and moped drivers can now cost them dearly.
