When and who needs to register equipment with the traffic police?

The owner must register the motorcycle. An alternative is a trustee to whom the owner provides a set of documents.

The legislation sets a period of 10 days within which documents for the vehicle must be provided for registration.

It is calculated for motorcycle:

  • purchased within the Russian Federation - from the moment of purchase, recorded by the store’s cash receipt or purchase and sale agreement;
  • imported into the Russian Federation from outside - from the moment of passing through customs and processing customs documents.

Motor vehicles classified as sports equipment do not require registration. These are 2- and 4-stroke motocross motorcycles, as well as pit bikes. A special feature of this category is the absence of rear-view mirrors and turning lights, therefore, according to the rules, such equipment cannot be driven on public roads.

Registration process

The registration procedure consists of several stages:

  1. Submission of documents.
  2. Inspection of the motorcycle by an inspector on site.
  3. Obtaining a registration certificate and numbers.

Collecting a basic package of documents is not difficult. The exception is the MTPL policy. If the motorcycle is new, i.e. issued no more than 3 years ago, you do not need to undergo a technical inspection to obtain a policy. Otherwise, the insurance company will require the owner to conduct diagnostics.

The cost of verification in 2022 is 200 rubles. (in the absence of a registration certificate, the motorcycle must be transported for diagnostics by a tow truck). To apply for the MTPL policy itself, you do not need to bring the motorcycle to a transport company: the technical inspection data is entered into a single electronic database.

Documents can be submitted by the owner in person at any traffic police department or by appointment through the State Services portal. If the vehicle is not registered by the owner himself, a power of attorney will be required.

For inspection by an inspector, the motorcycle must be delivered to the traffic police department. This must be done in a trailer/body or with the help of a tow truck.

At the site, the inspector checks:

  • actual VIN numbers and compares them with the data in the vehicle title;
  • technical condition: operation of turning lights and brake system.

At the inspection site, the owner will not need to get behind the wheel: the inspector will carry out all the necessary actions himself. The procedure takes from a few minutes to half an hour.

After submitting documents and inspection by an inspector, a certificate is issued and license plates are issued. This stage usually takes less than an hour. The owner has the right to ride a motorcycle without the danger of breaking the rules from the moment the license plates are installed on the vehicle.

So, first of all, during customs clearance, the estimated amount of customs duties is deposited into the customs account in advance. This is the so-called deposit. Next, the motorcycle is transported to a temporary storage warehouse at the place of residence, and all documents are presented to the local customs officers. You need to submit a declaration to customs. There is a fee for filing a declaration. It is submitted electronically, and an individual will not be able to do this on their own, because for this you need to have specialized software from Alta-soft and an electronic key.

In addition, it is necessary to issue a SBCTS - vehicle safety certificate in a specialized laboratory. They do not work with individuals and for this you need to resort to the services of an intermediary. You can do it at customs. But the procedure will cost more.

Documents for registration

To complete the registration procedure, the following documents are required:

  • statement;
  • receipts for payment of state fees;
  • owner's passport;
  • motorcycle technical passport (PTS);
  • fact of compulsory insurance (MTPL policy in paper or electronic form);
  • a document on the basis of which ownership can be established (sale and purchase agreement, store receipt, customs certificate, etc.).

Additionally you may need:

  • transit numbers;
  • customs documentation if the motorcycle was purchased abroad;
  • STS and documents for old numbers, if you plan to keep them;
  • certificates from law enforcement agencies if the motorcycle was wanted after the theft.

Obtaining and installing state numbers

Upon completion of registration, the owner of the motorcycle receives a state number of the established type, which must be installed on the vehicle. The installation location of the license plate is defined as a flat rectangular vertical surface that will not be blocked by any of the vehicle structures.

The law allows the owner to choose the place of registration of motor vehicles.

What is PTS

Before you figure out how to get documents for a motorcycle without documents, you need to find out what kind of vehicle passport it is.

PTS is a document on two A4 sheets, filled out on both sides. To avoid passport forgery, it is printed on special pink-blue paper with special protection:

  2. Holographic sticker.

  4. Convex signs located under the name of the paper (they are a carrier of encoded hidden information).

The first page contains the title page. It has three parts: information about the vehicle itself, about the owner and the State Traffic Inspectorate employee. Information about new owners, if any, is printed on the remaining pages.

  • series and number (indicated under the name, in the center in red ink);
  • detailed information about the vehicle (from the first to the twentieth lines);

  • information about the organization that issued the PTS: its name and address (twenty-third to twenty-fourth lines);
  • date of receipt of the document (twenty-fifth line);
  • the seal of the organization that issued the document (imprint) and the signature of its official.

The remaining three pages are divided into two blocks: in the first, data about the new owner is recorded, in the second - about the body performing the registration.

The first block contains information about the owner’s name, surname and patronymic, registration address and the name of the document confirming ownership of the vehicle. It is also necessary to put the signatures of both parties: the buyer and the seller (and a seal if one of the entities is a private entrepreneur).

Vehicle passports are subject to strict tracking on Russian territory. Therefore, theft or illegal use will be immediately detected. The perpetrators will be held accountable under Articles 159 and 327 of the Criminal Code of the Russian Federation.

If the purchased motorcycle has an old-style vehicle passport, you must first go with the previous owner to the traffic police, deregister the bike, make a new title, and only then register the vehicle in your name.

Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.

According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.

Legislation on registration of motor vehicles

According to the current legislation of the Russian Federation, the following vehicles are not subject to registration with the State Traffic Safety Inspectorate:

  • with engine cylinder capacity up to 50 cm³;
  • with engine power up to 4 kW;
  • developing a maximum speed of no more than 50 km/h.

The technical characteristics of modern motorcycles, like cars, significantly exceed these parameters. In this regard, they are subject to mandatory registration with the State Traffic Safety Inspectorate, like other vehicles, in accordance with Law No. 283-FZ “On State Registration of Vehicles...” dated 08/03/18 (as amended on 07/30/19).

The owner of a two-wheeled vehicle is obliged, no later than 10 days from the date of purchase (or taking ownership for other reasons), to contact the nearest branch of the State Traffic Inspectorate to carry out registration actions.

If necessary, this procedure can be entrusted to third parties on the basis of a notarized power of attorney.

Motorcycles that do not require registration

If you plan to use a two-wheeled vehicle only for sporting purposes, you should know which motorcycles do not require registration with the traffic police. Such models exist; you will not be able to drive on them on city streets and other roads. Currently, motorcycles that are officially sports equipment and intended for use on special racing tracks are not subject to mandatory registration. We are talking about motocross motorcycles and pit bikes.

Two-wheeled vehicles for sports purposes are prohibited from being used on public roads due to the lack of lighting devices and the inadequacy of tires for driving on asphalt. These vehicles must be delivered to the venue of sports competitions using a truck or car equipped with a special trailer.
