How to find out if a motorcycle is registered with the traffic police online by car number

How to transfer a car to your wife

A gift agreement implies the gratuitous transfer of the subject of the agreement to a second party. To donate a vehicle, it is necessary to draw up a corresponding agreement in two copies. Each spouse must receive this agreement to confirm the transaction.

A scooter is a vehicle that can be driven if you have a driver’s license of category M (if the engine volume is less than 50 cm³) or category A (if this indicator is exceeded).

Motor vehicles falling under category M are not subject to registration with the State Traffic Inspectorate.

If a scooter has an engine capacity of more than 50 cm³ and is capable of reaching speeds of more than 50 km/h, then such a vehicle is subject to mandatory state registration.

Where can I check

Registration of vehicles that are not subject to registration is not maintained. Therefore, it will not be possible to check a scooter of this category for theft. An inspection can only be carried out in a situation where the vehicle is registered with the traffic police.

How to check a scooter for theft using the traffic police database? There are two ways:

  • inspection carried out by the State Traffic Inspectorate;
  • self-check online.

Really

You can check a motor vehicle:

  • at the registration office of the traffic police;
  • any patrol officer with a computer or other device connected to the Internet;
  • at a stationary post.

Any employee can refuse to conduct an inspection, since this action is not part of his direct responsibilities. However, if a person is correctly “asked”, then this procedure will be carried out in a matter of minutes.

Online

A faster and more convenient way is to independently check the vehicle for theft or the presence of restrictions on registration actions.

The check is carried out online through the official website of the State Traffic Inspectorate. To do this, you will need a device connected to the Internet and scooter data.

How to make sure your transaction is safe

You cannot trust the seller 100%, even if they try to convince you that the transaction is safe. Sometimes the owners themselves are not aware that their property has been seized. But you can negotiate with such sellers to cancel the transaction or resolve the problem. It is more difficult when the buyer is faced with a fraudster who deliberately wants to sell a bike that is not for sale.

There are several ways to minimize risks:

What information is needed

Each scooter has:

  • VIN number assigned to a vehicle by the manufacturer. Vehicle theft? This code contains identifying information about the manufacturer, date of manufacture, make and model, and other important information;
  • digital identification of a motor vehicle model;
  • engine number.

The numbers are located in the places indicated in the figure:

You can check:

  • by VIN number;
  • by engine number;
  • by PTS number issued when purchasing a scooter, which must be registered;
  • by passport number issued by the customs service (if the vehicle is imported into Russia from another state).

The specified data is enough to check online. If you plan to find out the information personally from a traffic police officer, he will require documents confirming ownership of the scooter.

Such documents may include:

  • purchase agreement and buyer’s passport;
  • registration certificate (issued after the scooter is registered).

If the inspection is carried out before purchasing the vehicle, the personal presence of the motorcycle owner will be required.

What is a ban on registration actions?

A ban on registration actions with a car means that the owner of the vehicle will not be able to contact the traffic police to carry out registration actions. If a ban is imposed, then the car cannot:

  • Register to another owner (sell, donate, etc.).
  • Replace or restore vehicle documents (PTS, registration certificate).
  • Make changes to the registration documents (for example, repaint the car or install LPG on it).

For what debts can a car be seized?

Seizure can be imposed for various types of debts. For example, in case of non-payment of a car loan, alimony or traffic police fines. In this case, you need to pay attention to the minimum amount of debt, which is 3,000 rubles .

1 1 . The seizure of the debtor's property under a writ of execution containing a demand for the collection of funds, with the exception of the seizure of funds, the seizure of pledged property subject to recovery in favor of the mortgagee, and the seizure of property under a writ of execution containing a demand for seizure, is not allowed if the amount of recovery is according to enforcement proceedings does not exceed 3,000 rubles.

So, a car can be seized in three cases:

  1. For any debt exceeding 3,000 rubles.
  2. If the car is collateral, regardless of the amount of debt. For example, collateral for a car may be a condition of a loan agreement.
  3. Availability of a writ of execution containing a requirement to seize the vehicle.

Is it possible to drive a car while under arrest?

Federal Law “On Enforcement Proceedings”, Chapter 8, Article 80:

4. Seizure of the debtor's property includes a prohibition to dispose of property, and, if necessary, restriction of the right to use property or seizure of property. The type, volume and period of restriction of the right to use property are determined by the bailiff in each case, taking into account the properties of the property, its significance for the owner or possessor, the nature of its use, which the bailiff makes a note in the resolution on the seizure of the debtor’s property and ( or) an act of seizure (inventory of property).

Please note that this paragraph uses two different prohibitions:

  • To dispose of property . This ban is precisely a ban on registration actions. In any case, it is included in the concept of arrest. Those. if a car is seized, it cannot be sold, donated, etc.
  • For the right to use property . This ban is issued if necessary, i.e. not always. It means that the car cannot be driven.

So in practice, it all depends on what kind of ban is imposed on the car. If there is only a prohibition on disposal, then you can drive the car . This will not be a violation.

In what cases can a car not be repossessed?

Federal Law “On Enforcement Proceedings”, Chapter 8, Article 79:

Article 79. Property that cannot be foreclosed on

1. Collection cannot be applied to property owned by a debtor-citizen, the list of which is established by the Civil Procedure Code of the Russian Federation.

Civil Procedure Code of the Russian Federation, Article 446:

Article 446. Property that cannot be levied under enforcement documents

1. Collection under executive documents cannot be applied to the following property owned by the debtor citizen: .

  • means of transport and other property necessary for the debtor citizen in connection with his disability;

Thus, if the debtor needs a car due to his disability, then it cannot be seized. Please note that this is not about all disabled people who have cars.

For example, if the disability is due to problems with the legs, then the vehicle should not be confiscated.

On the other hand, if a disabled person does not have problems with movement and simply purchased a car for himself, then the car is not included in the list of exceptions. She may be arrested.

The procedure for checking a scooter for theft using the traffic police database

To check your scooter for theft via the Internet, you can use:

  • the above-mentioned traffic police website;
  • resource vinformer;
  • Autocode portal;
  • through the website of the bailiff service.

An online check using the traffic police database is carried out in the following order:

  • after accessing the site, you need to go to the “services” section - “vehicle check”;

  • in the form that opens, you must enter the VIN code of the vehicle or another identification number (most often the VIN number is used, since it contains more complete information about the vehicle being checked);
  • enter the symbols shown in the picture (this is a check for human intervention in the operation of the service);
  • Click on the “check for restrictions” link.

The check is completed within a few seconds. During this time, the correspondence of the numbers entered into the database with the specified code is determined.

The results of the check may be:

  • the absence of a number in the database of stolen vehicles and the absence of restrictions on registration actions;

  • a vehicle of a certain make and model is wanted;

  • restrictions are imposed on a motor vehicle with the specified number. No registration actions can be performed with such vehicles.

To check through the bailiffs website, you will need to find out the full name and date of birth of the previous owner.

On the Internet resource you need:

  • go to the “Learn about debts” tab;

  • fill out the form provided.

The websites of the State Traffic Inspectorate and the bailiff service are open for free access to anyone. You can obtain the information you are interested in quickly and completely free of charge.

Information on the Autocode and Winformer services is paid. The cost of obtaining a full report on a motor vehicle on the Autocode resource is 349 rubles.

For this amount you can get information about:

  • theft of a vehicle, if it is listed in the wanted database;
  • existing restrictions on registration;
  • real mileage of the scooter;
  • participation of this vehicle in an accident and damage incurred;
  • repairs carried out;
  • customs data;
  • recent use of the vehicle.

The result of the check looks like this:

After entering your email address and paying for the service in any available way, you will receive a full report on the requested data. Examples of the report sent can be seen below the cost of the service.

The cost of checking on the Winformer website depends on the type of report required. The average price is 150 rubles. The report is not sent by email, but is stored in your personal account on the website.

The test performed produces a result that looks like this:

Next to each report there are icons for purchase, example (it is recommended to read the example report before purchasing) and more detailed information.

At his own discretion, a person can select one or more details of interest and obtain information on them.

“Easily and simply” we remove the ban on registration actions from the vehicle.

For those who got into the same situation as me, namely received a ban on registration of actions with a vehicle.

Before selling the car, the buyer checked the restrictions on the body number here https://www.gibdd.ru/check/auto/ and it turned out that on August 23, 2016, the bailiffs imposed a ban on registration actions with the vehicle. It is unclear why, to whom (this is important), and what kind of district or regional bailiffs they are (they have different databases).

Out of ignorance and in shock from a recent visit to the traffic police MREO, I registered on the government services portal https://www.gosuslugi.ru/ to get an appointment without a queue. To do this, it was necessary to confirm your identity at the nearest point https://esia.gosuslugi.ru/public/ra/ and actually receive the coveted pin code for presentation to the MREO. I showed up at Borodin, I was about to take a ticket, but the consultant at the counter told me to go directly to the Chief Inspector at window 8. Where I was informed that they do not deal with bans, they are done by bailiffs (FSSP) and you go to these 4 letters and deal with them. In response to my request to tell me the number of the enforcement proceedings, they were sent to the same place. But I was preparing, and I found out in advance who these FSSPs are, where their district department is and where the main office is. They have a website where you can search for enforcement proceedings by name https://fssprus.ru/iss/ip, which I did, naturally I didn’t find any proceedings against myself, they told me the same thing over the phone when I got through to them. Arriving at the Kirov department of the FSSP (Nemirovicha 100/1), I ended up in office 117, where I was sent to office 102, where I waited in line to get an appointment. There they told me the same thing and said that they couldn’t issue any certificates and couldn’t lift the ban, because... Perhaps the regional FSSP did this and they do not have access to their database. And in general, for this you need to obtain a “vehicle registration card” from the MREO. I go to the MREO on Borodino and get this card. The same senior inspector gave her away instantly with some kind of grin that was incomprehensible at first. I’m going to the regional FSSP (Krasny Prospekt 86/1), there is very strict security and access control, I had to hand over the knife to the shift. I end up in room 306, where a uniformed grandmother tells me that she has nothing on me and you go back to your MREO and get a “map of the restrictions imposed on the vehicle,” and here the senior inspector’s grin became clear. That is, the regional FSSP has imposed a restriction by initiating enforcement proceedings on the vehicle and does not know the number of this enforcement proceedings and cannot find it using the KARL body number. and this is in the age of information technology. I’m going to the MREO, where the same senior inspector tells me that they haven’t dealt with these restrictions for 3 years now, that it’s absurd that he should tell me the number of the enforcement proceedings so that I can present it to those comrades who started this enforcement proceedings and sent them away it to the traffic police and now, having taken it to the traffic police, I must tell them this number. As a result of 5 minutes of such bickering, he finally prints out a map of the restrictions imposed on the vehicle, where it turns out that the regional FSSP imposed a ban on the previous owner of the vehicle (according to the PTS) on the old license plates (a traffic police fine of 500 rubles). Then I realized my mistake when I bought a car from a seller by proxy 10 years ago, although the car was deregistered and in transit. Apparently in the database used by the FSSP, it was not removed from the previous owner. I’m going to the FSSP (Red 86/1) I present a restriction card, PTS, passport, registration card, I receive a decision to lift the ban, remove the ban from the FSSP databases and send the data to the traffic police, where within a week or whatever, this ban will also be removed. There was neither time nor energy to go back to the MREO to immediately enter the lifting of the ban into the database.

Tips for buying a used scooter

When buying a used scooter, you should first pay attention to:

  1. Technical condition of the vehicle. It is recommended to check:
      external condition. Large scratches and damage to the body may indicate participation in serious accidents, which will inevitably lead to more serious problems;
  2. condition of the frame and fork of the motor vehicle. Distortions in the system lead to poor controllability, which can lead to disaster;
  3. wheel wear. Particular attention is paid to the rear wheel. A high percentage of wear indicates a high mileage, which affects the reliability of the chassis;
  4. engine operation. A working device should not produce any extraneous sounds (creaks, whistles, knocks, etc.). It is not recommended to purchase a scooter with a faulty engine;
  5. Place of operation of the motor vehicle. If the scooter was used to travel in rural areas, then most likely it will require serious repairs in the near future. It is preferable to purchase vehicles that were operated within the city limits or in another state;
  6. Compliance of installed numbered units with documents. Each scooter (as mentioned above) has several numbered units. If at least one of them does not correspond to what is specified in the document, then it will not be possible to register such a scooter (an examination and documents certifying the operation to replace the unit will be required);

It is also recommended to check the scooter for theft and presence of restrictions (how to check this is described above).

The last recommendation is to draw up documents. The legislation of the Russian Federation provides for the possibility of concluding a purchase transaction orally if the acquisition cost does not exceed 10 thousand rubles.

It is under no circumstances recommended to enter into transactions orally. In this situation, it will not be possible to prove that the scooter was actually purchased.

Situations often occur when a scooter driver is stopped on the road in order to find out documentary evidence of vehicle ownership and license availability.

If the scooter is not subject to registration with the traffic police, then the only document confirming ownership is the purchase agreement.

A scooter is the same vehicle as a car and a motorcycle. A driver's license and registration are required to drive.

Before purchasing a scooter, it is recommended to check its technical condition, whether it is wanted and all documentation.

What does the marking of Chinese engines mean? Why is it so important to know this when selecting spare parts?

I think it’s no secret that Chinese motorcycle manufacturers have long been using exact copies of Japanese internal combustion engines (ICEs). They are quite reliable, unpretentious and durable.

Many of you, when searching for spare parts for internal combustion engines and gearboxes, probably wondered why a set of numbers and letters are indicated along with the name of the part. It's actually simple. The fact is that different brands of equipment can have absolutely identical power units. That is, scooters and motorcycles of various Chinese brands often have identical internal combustion engines installed.

As you understand, this mysterious set of symbols has a completely understandable meaning. Let's take, for example, the following name: “Gearbox shafts with gears 152FMH,152FMI,153FMI,154FMI; ALPHA,DELTA,TTR125.” As we can already see from the name, these shafts are suitable for both the Alpha and Delta mopeds and the Irbis TTR125 pit bike. But these symbols “152FMH,152FMI,153FMI,154FMI” just indicate the marking of the internal combustion engine. And it stands for this: the first digit is the number of cylinders; the second and third numbers are the cylinder diameter in millimeters; the first letter is the type of cooling system (F – air, counter-air flow, Q – forced air, when the letter before the letter M is missing – means liquid cooling, M – motorcycle engine type); the last letter indicates the working volume in cubic meters. see H -110; I -125; J -150; K -175; L -200; M -250; N -300; P -350; Q -400; R -500; S -600; T -650; U -700; V -750; W -800; X -900; Y -1000; Z -1200. In addition, between the first and second numbers there may be a letter indicating the location of the cylinders (P – horizontal arrangement, V-shaped arrangement). When the cylinders are arranged vertically, the letter is not placed. So, let's try to decipher the 152 FMH - a single-cylinder internal combustion engine with a cylinder diameter of 52 mm, air-cooled and a displacement of 110 cc.

Know the markings of your engine and it will be easier for you to find the necessary spare parts for your iron horse.

What information can you get?

Each vehicle is assigned a unique identification number. Knowing this code, you can find out the day and place of its creation. The identification code allows you to determine what parts will be needed in the future, as well as a number of other information that is very important for the buyer. You can find out about it online without leaving your home, since there are online services where you can obtain data on VIN codes . There you can get information about:

  • number of owners;
  • being on bail;
  • check for theft of a motorcycle;
  • is there a ban on registration;
  • whether the vehicle was involved in accidents.

In order to obtain the listed facts, you need to know the VIN. It is better to request it at the time of negotiations with the other party in order to immediately find out interesting information about the transport that the seller is hiding.

Not all information is provided free of charge. Most often, online services can only show the make, model and production date; you will have to pay for other details.

As mentioned above, checking a motorcycle using the VIN identifier allows you to make sure that the vehicle is not stolen. If yes, the following data will be provided:

  • from what moment is it listed as stolen;
  • when the case was initiated;
  • case number;
  • the city in which the vehicle was stolen.

You can be completely confident in the reliability of the information received, since it is taken from the archives of insurance organizations and police departments.

What is the price

Checking your car for theft at the traffic police is completely free. But this is not always enough. Many scammers falsify documents. The best option is to conduct a paid examination of the car before transferring money for the purchase.

There are many institutions specializing in this in Moscow and other cities.

The cost of services depends on a number of factors:

  • car price;
  • car make, model;
  • type of installed engine;
  • vehicle registration region;
  • condition of the vehicle.

The following companies have proven themselves well in Moscow:

Check procedure

To check, sometimes it is not enough to know only the VIN; much more information can be obtained if you also have the frame number and registration plate.

Search works differently on different sites. For example, on the Winformer website it works like this:

  1. First you enter a 17-digit number.
  2. Getting the result. If you entered the identification code incorrectly, you will receive an error message when entering. If the number is correct, you will receive a message with information about the vehicle you are interested in.

The identification code can only contain numbers and letters of the Latin alphabet. If, when checking your motorcycle's VIN, you find a discrepancy, contact your dealer.

Sometimes the search returns no results. This happens due to internal failures or when the VIN codes are not in the database.

There are other sites that are suitable for checking by VIN code. Among them:

It is quite simple to punch a motorcycle using the above bases. Towing a car? You just need to go to the website and find out all the information about the motorcycle by VIN, it will only take a few minutes.

A THOUSAND AND ONE WAY TO FIND THE OWNER OF A CAR.

Even if you fail at the traffic police, do not despair - in the age of digital technology, you can get the name of the car owner using the license plate using other methods. They differ significantly in efficiency, budget and timing, while the high cost of a service does not always mean its effectiveness.

Personal survey. The only advantage of this method is that it is completely free. Its use makes sense in a very limited area: for example, the same SUV is regularly parked in your favorite flower bed. You ask your neighbors until they point a finger at the owner of the car. Disadvantages of the method: it requires a lot of time and patience, there is a risk of receiving false information. Law enforcement connections. Contrary to popular belief, not only traffic police officers can be useful: with the proper imagination, employees of almost any government agency - from the tax office to the court - can find out the name of the owner of a car. One way or another, they are all directly or indirectly related to the traffic police. Another thing is if you and your friends have such acquaintances, and will completely unknown people risk their careers for your sake? Detective agencies. Private detective practice is a completely legal business. At your request, the agency’s specialists will find the name, address and passport details of any car owner. Unfortunately, the timing of the investigation can be very vague, and the budget can be several times higher. PTSINFO service for determining the owner's name by car license plate number. The service of determining the name of a vehicle owner using license plates appeared on the Russian market quite recently, but thousands of grateful customers have already appreciated its effectiveness. The PTSINFO service combines the advantages of all the described methods: speed, reliability and ease of implementation

What is most important is that the service is completely anonymous - no one will know that you were looking for the owner of a specific car and will not ask about the reasons for such interest.

Difference between VIN code and frame number

To protect vehicles from theft, special tags have been developed. At first these were ordinary frame numbers, which were 9 characters from the factory.

As world trade developed, the ISO 3779 standard was adopted, in which, in addition to the plant number, 6 digits were added to distinguish cars from different countries of production. In modern vehicles, VIN codes are used instead of frame numbers.

The VIN structure consists of 17 characters, divided into blocks of information.
