After the rules for vehicle registration were changed, those who sell such property stopped removing scooters from state registration. The purchaser of vehicles must now solve the problem related to the legal safety of the moped. That is, it is imperative to check whether the vehicle is under arrest or whether it is present in the database of stolen vehicle property.
This article is devoted to all the nuances associated with checking a scooter for legality of ownership by the previous owner. We will consider the algorithms for carrying out such procedures point by point.
Where can I find the engine markings and frame number?
The engine number and markings are stamped on the left half of the crankcase, in a specially designated place, in the form of a platform.
You can find this site as follows:
If you have a scooter
Approach the scooter from the left side, look at the variator cover, the platform is located under the variator cover in the front part.
If you have a moped or motorcycle
Approach the moped from the left side, look at the left engine cover, the platform is located under the cover in the rear part.
If you have an ATV or snowmobile

On-site inspection
If you plan to buy used motorcycles, be sure to check the quality of the frame number stamping. On the spot, look at the motorcycle number and find out the exact information.
Fraudsters sometimes try to change the code and carefully interrupt it so as not to fall for the trick. If the work was done by a master, it is difficult to notice changes, so carefully check the number when purchasing.
The easiest way to protect yourself is to decipher the code. The original sequence was created taking into account a complex mathematical formula. If you change the serial number by even one number, then the 9th character is broken and an error will occur when trying to decrypt.
If possible, before purchasing, visit the traffic police department and run the number through the database. It will show information about previous owners and incidents.
Decoding the engine number of a Chinese scooter
Let's look at the decoding of the engine number in more detail. As a rule, the engine number begins with an abbreviation of letters that tell about the plant where it was manufactured.
- RFB - Kymco
- RF4 - Chyong Horng Enterprise Co., LTD.
- LZS – Chongqing Zongshen Group
- LSR - Chongquing Hi-Bird Motorcycle Industry Co., LTD.
- LLC - Chongqing Kinlon S&T Group Co., Ltd.
- LL8 – Jiangsu Linhai Power Machinery Group – Linhai – Model Year 2006 or newer
- LHJ - Chongqing Astronautical Bashan Motorcycle Manufacture Co., LTD.
- LCE - Chunfeng Holding Group Co., LTD. – CFMOTO – Model Year 2003 and newer
- LB2 - Geely
- LAW – Power Sports Factory – Agent For – Qianjiang – Model Year 2003 and Newer
- LAN - Changzhou Yamasaki Motorcycle Co., LTD.
- LAE - China Qingqi Group, Inc.
- RFG - Sanyang Industry Co. LTD.
- LAA - Jialing
- L5X - Cixi Konced Motorcycle Co., LTD.
- L4Y – Qingqi Group Ningbo Rhon
- 5RY - Roketa
- RFB - STR Motorsports, Inc. dba Kymco USA
- LYD - Taizhou City Kaitong Motorcycle
- LJ4 - Shanghai Jmstar Motorcycle Co.
- LFG - Taizhou Chuanl Motorcycle Manufacturing Co., LTD.
- L8Y - Shanghai Shenke Motorcycle Co., LTD
- L5Y - Taizhou Zhongneng Import and Export Co., LTD.
- LFE - Wuxi Futong Motorcycles Co LTD
- LFF - Zhejiang Taizhou Wangye Power Co., LTD.
- L8X - Zhejiang Summit Huawin Motorcycle Co., LTD.
- L4S - Zhejiang Xingyue Vehicle Co., LTD.
- L1E - Zhejiang Lingyun Motorcycle Co., LTD.
It is noteworthy that the absence of an abbreviation may indicate the clandestine origin of the engine. The same thing happens if the scooter manufacturer ordered an engine from a “non-name” company.
This is followed by the number 1 or 2. This is an indicator of the number of cylinders. Usually cylinder 1, but for some reason this is always indicated. To make it easier to perceive information about the engine number, let’s take an arbitrary number as an example:
LAA1P39FMA09013521
The first two letters LAA are visible, now we know what kind of scooter manufacturer . Next comes the number 1, this is the number of cylinders .
The next letter P will tell you about the location of the engine . It can be horizontal or vertical. The horizontal model contains the letters P in the number; the vertical engine does not have this letter.
The next number is 39. This is the diameter of the cylinder . In this case, it says that the engine is fifty dollars, but often the manufacturer lies by installing a larger cylinder, thereby increasing the volume. Although he sells the scooter for fifty dollars and is not even shy. This step is forced, because the four-stroke Chinese fifty-kopeck car doesn’t want to go at all. It is much easier to increase engine capacity than to play tricks with other elements.
Next we see the letter F; the letter Q may appear instead. Most Chinese scooters are equipped with air-cooled . Moreover, this cooling can be either natural or forced. A striking example of natural air cooling are mopeds such as Delta, Alpha, Activ and the like. Forced air cooling can be found on scooters where air is sucked in from the side using a cooling impeller.
In our case, after the letter F we see the letter M. It indicates a motorcycle engine type .
Next is the letter A. But there may be another one, more on that. Chinese scooter engines can range from 50 to 250 cubic centimeters . There are several degrees from minimum to maximum volume, and each level is indicated by the factory with a special letter. More details in the table:
- A, B - up to 50 cm3
- G – up to 100 cm3;
- N – from 100 to 125 cm3
- I – 120 – 125 cm3
- J – 150 cm3
- L – up to 200 cm3
- M – up to 250 cm3
As mentioned above, often the designation does not correspond to the actual volume, but deviations usually occur with scooters with a minimum cubic capacity.
Next we see the number 09. This is the year of manufacture , these two numbers. Now we know that our scooter is a 2009 model.
But the next 6 digits, in our case it is 013 521, are the engine number . For example, our model is 13521 in production order.
As you can see, the engine number of a scooter says a lot. Everyone should know this information about their iron horse.
For Honda scooter year of manufacture
Using this table you can identify your scooter down to the year of manufacture. This is very useful when buying a scooter, since you can determine the year of its manufacture, see if the original engine was replaced with an engine of a different model, if the frame is original, etc.
And now the explanations:
— Type designation: model number assigned by the manufacturer; — Scooter model: the name of the scooter, which is often written on the lining; — Manufacturer name: alphanumeric model name; — Frame number: frame number (usually written under the frame number); — Engine type: the engine type is usually written on the engine itself; — Classification: you need to look on the engine in the middle of the engine number; — Year: year of production of the scooter; — Note: additional data on engine power, etc.
Abbreviations in the note field:
2N
: – means that the scooter was exported to other countries and had a different name, for example 2N: Express SR means that in other countries the scooter was called Express SR
Disc.
brake – equipped with
Ds disc brakes.
Al. – equipped with rims made of aluminum alloy
Alum.
frame – aluminum alloy frame

Where can I check
Registration of vehicles that are not subject to registration is not maintained. Therefore, it will not be possible to check a scooter of this category for theft. An inspection can only be carried out in a situation where the vehicle is registered with the traffic police.
How to check a scooter for theft using the traffic police database? There are two ways:
- inspection carried out by the State Traffic Inspectorate;
- self-check online.
Really
You can check a motor vehicle:
- at the registration office of the traffic police;
- any patrol officer with a computer or other device connected to the Internet;
- at a stationary post.
Any employee can refuse to conduct an inspection, since this action is not part of his direct responsibilities. However, if a person is correctly “asked”, then this procedure will be carried out in a matter of minutes.
Online
A faster and more convenient way is to independently check the vehicle for theft or the presence of restrictions on registration actions.
The check is carried out online through the official website of the State Traffic Inspectorate. To do this, you will need a device connected to the Internet and scooter data.
What are the risks when buying a Japanese bike?
Motorcycles imported from Japan are profitable to buy. For 200-300 thousand Russian rubles you can get a good modern bike with low mileage. Given the strictness of Japanese law, you can be sure that the former owner used it carefully. He has no problems with legal purity, as well as technical issues. Before being put up for auction, vehicles undergo a complex check, and the results are available to auction participants.
The buyer's risk lies in the fact that, under the guise of Japanese equipment, scammers are selling bikes registered in Russia and having serious legal problems. When a buyer requests data to be checked against databases, he is informed that the request is impossible. Indeed, the databases of Russian companies do not contain information about vehicles registered in other states.
And when registering the bike, it turns out that it is stolen, pawned, or has restrictions placed on it.
Do I need to make license plates for a scooter?
June 24, 2018
If the engine size of the scooter
, which is in your property,
does not exceed 50 cubic meters.
cm , the power of the electric motor does not reach 4 kW, and the maximum possible speed is up to 50 km/h,
then it is not necessary to register your scooter
- this is stated in the current set of rules.
If the vehicle exceeds the specified indicators, then it already becomes equivalent to a standard motorcycle, so it must be registered at the State Traffic Inspectorate office at the place of residence, and will also receive a driver’s license of the appropriate category.
According to the current set of rules, the owner of a scooter must register the vehicle within 10 days after its purchase. The registration procedure is similar to that of a motorcycle. To do this, the owner must prepare the following documents:
- Passport;
- Vehicle passport (if available), scooter license (if available);
- Agreement confirming the fact of purchase and sale;
- Statement.
If the owner rides a scooter without license plates, then he faces a fine of 500-800 rubles if he is “caught” for the first time and up to 5,000 rubles or deprivation of his license for up to four months if he is caught again.
If the driver is “caught” violating vehicle registration standards, then punishment in the form of an administrative fine of 1,500 to 2,000 rubles is possible.
It is worth recalling that these penalties do not apply to scooters with an engine capacity of up to 50 cubic meters.
However, if you need to change your already registered scooter license plates to replace lost or unusable ones, you can do this at a private specialized organization, for example, Autodublikat. Our company has been accredited by the State Traffic Safety Inspectorate and has a license to carry out specialized activities.

Enter the VIN code in the input field, and the program will automatically find the information in a couple of minutes. If there is no code, enter the frame number.
Online services use publicly available databases. If the VIN number is not entered there, the program will generate an error. Therefore, for greater reliability, it is better to contact the traffic police directly for verification.

Tips for buying a used scooter
When buying a used scooter, you should first pay attention to:
- Technical condition of the vehicle. It is recommended to check:
- external condition. Large scratches and damage to the body may indicate participation in serious accidents, which will inevitably lead to more serious problems;
- condition of the frame and fork of the motor vehicle. Distortions in the system lead to poor controllability, which can lead to disaster;
- wheel wear. Particular attention is paid to the rear wheel. A high percentage of wear indicates a high mileage, which affects the reliability of the chassis;
- engine operation. A working device should not produce any extraneous sounds (creaks, whistles, knocks, etc.). It is not recommended to purchase a scooter with a faulty engine;
- Place of operation of the motor vehicle. If the scooter was used to travel in rural areas, then most likely it will require serious repairs in the near future. It is preferable to purchase vehicles that were operated within the city limits or in another state;
- Compliance of installed numbered units with documents. Each scooter (as mentioned above) has several numbered units. If at least one of them does not correspond to what is specified in the document, then it will not be possible to register such a scooter (an examination and documents certifying the operation to replace the unit will be required);
It is also recommended to check the scooter for theft and presence of restrictions (how to check this is described above).
The last recommendation is to draw up documents. The legislation of the Russian Federation provides for the possibility of concluding a purchase transaction orally if the acquisition cost does not exceed 10 thousand rubles.
It is under no circumstances recommended to enter into transactions orally. In this situation, it will not be possible to prove that the scooter was actually purchased.
Situations often occur when a scooter driver is stopped on the road in order to find out documentary evidence of vehicle ownership and license availability.
If the scooter is not subject to registration with the traffic police, then the only document confirming ownership is the purchase agreement.
A scooter is the same vehicle as a car and a motorcycle. A driver's license and registration are required to drive.
Before purchasing a scooter, it is recommended to check its technical condition, whether it is wanted and all documentation.
Protecting a bicycle from theft with your own hands is described in the article: protecting a bicycle from theft. The price of blocking a gearbox against theft is shown in the information.
What to do if the purchased car is stolen, see on the page.
Why is verification needed?
Knowing the bike frame number, you can be sure of the legal purity of the purchased vehicle. This is necessary to reduce the risk of an illegal transaction in which it will not be possible to re-register the property in your name.
What does a transport check help you verify:
To obtain the listed information, it is enough to know the frame number. It is identical to the VIN code, and in Japanese-made motorcycles it is completely absent. In this case, you can get the required number from the PTS. Please note that if the seller refuses to provide information about the motorcycle, then it is better to refuse the purchase. The even owner will not hide the identification code.
