How is a motorcycle registered with the traffic police?

Documents for the purchase and sale of a motorcycle
You can draw up a policy yourself or fill out a special form. When concluding a contract, both parties must present:
- originals of identification documents (citizen's passport);
- STS –
on vehicle registration (also original); - PTS, where information about the new owner will be entered.

- vehicle data (make, type, model, year of manufacture, assigned VIN, engine and frame numbers, color);
- PTS or STS data (number, series, date of issue, by whom).
Important! Information that must be indicated in the contract is the purchase amount. Without this clause, the document will have negligible legal value.
The DCP is filled out in 3 copies: one remains with the buyer, the second with the seller, and the third is provided to the traffic police.
State numbers
The dimensions of state signs are determined in the state standard R50577 - 93. Paragraph No. 3 indicates that the motorcycle belongs to the fourth group of vehicles . Here you can also find standards for the sizes of numbers and letters. They are:
- if the height is 20 millimeters , then the thickness of the lines must be at least 3 millimeters ;
- if the height is 58 millimeters , then the thickness of the lines must be at least 9 millimeters ;
- if the height is 76 millimeters , then the thickness of the lines must be at least 11 millimeters .
Grounds for prosecution
By law, all mechanical vehicles intended for use on roads must have a state registration plate. There is an exception only for the following types of transport:
- Mopeds.
- Trams.
- Trolleybuses.
This requirement is established by paragraph 2 of the Traffic Rules, which establishes standards for the operation of vehicles. A violation of these rules is:
- Lack of state registration plates or at least one of them.
- Installing numbers in a place not intended for this purpose.
- Use of non-standard license plates.
- The impossibility of freely reading the state license plate due to its contamination or the use of various types of mechanical devices that prevent this.
Also, traffic police officers can hold the car owner accountable if the car is operated with false license plates.
How to get the registration number of a motorcycle correctly?
The procedure for obtaining a license plate for a motorcycle is as follows:
- Initially, you must come to the traffic police department.
- Take the vehicle registration application form and fill it out correctly.
- Submit the form and required documents to the initial registration window.
- Please wait until all documents are processed.
- Pay the state fee at the nearest bank.
- Next, you need to go through a procedure to inspect your motorcycle. You will be given a statement that the vehicle has been registered.
- Give all documents to the vehicle registration window.

Abuse of punishment
Driving with one number makes it difficult, but does not prevent the identification of the vehicle, and most lawyers tend to interpret this as a violation of the installation standard, with punishment under Article 12.2, paragraph 1 (for example, Resolution of the Supreme Court of the Russian Federation dated June 22, 2007 Case No. 5-Ad07- 41).
But there is no unity in judicial practice on this issue.
In paragraph 5.1 ed. dated 02/09/2012 Resolution of the Plenum of the Armed Forces of the Russian Federation dated 10/24/2006 N 18 (as amended on 02/09/2012) “On some issues that arise for courts when applying the Special Part of the Code of the Russian Federation on Administrative Offenses” clearly states that
- according to Article 12.2, paragraph 1, the control of a vehicle on which the numbers are installed in violation of GOST R 50577-93 is subject to qualification;
- according to Article 12.2, paragraph 2, the vehicle control is qualified by:
- without registration plates (including without one of them);
- with numbers installed in places not intended for this purpose (including only one of them);
- with numbers altered using materials that prevent or complicate the identification of these signs (including only one of them).
The driver should know and confidently defend his rights. If he lost a securely and correctly installed license plate as a result of a minor traffic accident or theft, and did not plan to evade responsibility by deliberately making it difficult to identify his car, he should consistently prove this to the traffic police inspector when drawing up a report. When a decision is made on a punishment greater than a fine of 500 rubles, it makes sense to turn to lawyers and defend your rights in court.
Driving a vehicle that is not equipped with license plates, as well as driving a car with plates that cannot be identified, is a gross violation of traffic rules, entailing administrative liability.
In some cases, a motorist can only get away with a fine, but sometimes such an offense results in the deprivation of a driver’s license.
Where should the numbers be?
Do you need a front number plate for a motorcycle? There are certain requirements for where exactly the numbers must be located on the motorcycle. These points are specified in the state standard R50577 - 93:
- firstly, only one license plate ;
- second, the sign location is defined as a “vertical, flat, rectangular surface.” It must be selected so that it is not blocked by any of the vehicle structures.
Fine for driving without license plates
Driving without a front or rear number plate, especially due to loss on the way, can be classified as other faults with which the operation of the vehicle is prohibited according to the Basic Provisions. If a malfunction that has arisen along the way cannot be eliminated by the driver, he proceeds to the place of repair or parking in compliance with the necessary precautions (last paragraph of clause 2.3.1 of the Russian Traffic Regulations).
That is, if the number falls off along the way, the driver can proceed to the parking lot or repair site. But relying on a lucky chance.
Since for continuing the journey with this violation, he faces, in accordance with Article 12.2 clause 1 and 12.5 clause 1 of the current edition of the “Code of the Russian Federation on Administrative Offenses” dated December 30, 2001 N 195-FZ, a warning or a fine of 500 rubles.
Removal from the register
It doesn’t matter why the motorcycle needed to be deregistered. The most important thing is to know how to do it correctly. Actually, it's not difficult.
- You need to come to the same traffic police department where the motorcycle was registered.
- Next, you need to fill out an application stating that you are deregistering your motorcycle.
- After this, provide all the necessary documents at the initial registration window and wait until the papers are processed.
- At the bank, pay the state fee for deregistration of the vehicle.
- At the observation deck, a traffic police officer will verify all the required facts about the motorcycle. You need to receive a document from him confirming that the inspection has been completed.
- Submit all documents to the registration window.

What is the fine for driving without license plates?
Clause 2 of the traffic rules, dedicated to driving a car that does not have license plates, states that the presence of license plates of the established type (installed exclusively in the place provided for this) is mandatory for each vehicle. If you drive a car without such signs, you will be held accountable under Part 2 of Art. 12.2 Code of Administrative Offenses of the Russian Federation.
Based on a number of circumstances in which you committed a violation of this clause of the traffic rules, you may either be fined up to five thousand rubles or deprived of your driver’s license for 30-60 calendar days.
Very often, drivers encounter this problem when the car has only one plate, and the second one either fell off somewhere on the road or was stolen.
For whatever reason, the license plate is missing, if it is noticed by a traffic police inspector or a surveillance camera, you will be issued a protocol obliging you to pay a fine of 5,000 rubles (under Article 12.2 of the Code of Administrative Offenses of the Russian Federation).

Are there any differences from car registration?
Many citizens register their motorcycle after they have registered their car. In this regard, the question arises: “Are there any differences in the procedure for registering a motorcycle from the procedure for registering a car?”
In fact, the answer is simple - no, there are no significant differences. You will need the same package of documents, all checks will take place as usual. The procedure for issuing STS will change slightly, since the documents will indicate the details of the motorcycle, not the car. Motorcycle registration is also a little faster.
Amount of fine
Depending on the severity of the unlawful act committed, the amount of administrative liability may vary. In particular, according to the requirements of Articles 12.1 and 12.2 of the Code of Administrative Offences, the violator may be subject to the following penalties:
- For driving a car with poorly readable license plates (in addition to dirty license plates, this also includes their non-standard format), the driver will be presented with either a verbal warning or a fine of 500 rubles.
- Driving a car with unreadable license plates (if special means of disguise were used to achieve this effect) can result in a fine of 5,000 rubles or deprivation of rights for up to 3 months for the motorist.
- Driving a vehicle without a front or rear license plate is grounds for bringing the driver to justice in the form of a fine of 5,000 rubles or withdrawal of rights for up to 3 months.
- Driving a vehicle without license plates (both numbers are missing) can result in a fine for the motorist in the amount of 5,000 rubles or confiscation of the driver’s license for up to 3 months.
Each specific offense is considered in court on an individual basis; the nature of the administrative penalty applied is determined by the judge based on a comprehensive assessment of the case materials and the identity of the offender.
What to do if the number is lost
In fact, there are many reasons why a motorist may lose the license plates of his car. Among the most common are:
- Wear of fasteners.
- Bad weather conditions.
- Poor road surface.
According to the law, further operation of the vehicle will fall under the description of “driving without license plates,” for which the motorist may be held accountable.
The only real opportunity to avoid punishment is to immediately contact the nearest traffic police department with a corresponding application. But even in this case, the driver will be able to use his car only for a limited amount of time: such use only allows him to get home. Further operation of vehicles without license plates is prohibited and may become a reason for bringing the offender to justice.
The situation with license plate theft is different. In this case, the car owner will be held accountable for not taking care of its safety, for which he will have to pay a fine.
Registration procedure
Currently, the procedure for registering a motorcycle does not require the presence of its previous owner. The buyer and seller independently complete the transaction by drawing up and signing a purchase and sale agreement. Notarization is not required in this case.
The previous owner receives the funds and transfers the motorcycle to the buyer along with the title. Deregistration is not required upon sale. All further actions for re-registration with the traffic police are carried out by the buyer independently.
The legislation of the Russian Federation prohibits the operation of motor vehicles that have not undergone periodic technical inspection at service stations of operators accredited by the RSA. This procedure is not mandatory only if three years have not passed since the motorcycle was released. And if you purchased a used vehicle older than this age, you cannot do without passing a technical inspection.
Registration is not possible if you do not have a valid MTPL policy. For vehicles older than three years, it is issued only if there is a diagnostic card, so before visiting the office of the insurance company, you should undergo a technical inspection. Since a motorcycle is a seasonal mode of transport, an insurance policy can only be purchased for the summer period.
Registration of MTPL for a motorcycle is cheaper than for a car. But some insurance companies impose restrictions on the value of the vehicle or engine size, and also deny owners of old motorcycles older than 10 years. Although such a refusal is not legal and can be appealed to the RSA.
Driving a car with false license plates
Since according to the law there is a fine for driving a vehicle without license plates, some motorists believe that it is possible to use license plates assigned to another car. For example, such situations often arise when trying to move a car damaged in an accident.
Of course, in this case, the likelihood that the car will attract the attention of traffic police officers is several times less. But if this circumstance does come to light, the unlucky driver will face serious fines. For example, to install someone else’s license plates on your car, you will have to pay:
- For an individual - 2,500 rubles.
- For the official who is responsible for the operation of the vehicle - from 15,000 to 25,000 rubles.
- A legal entity will have to pay a fine of 400,000 to 500,000 rubles.

State duty and cost

- Registration of a vehicle, with the issuance of a certificate, costs 850 rubles;
- Changing the data in the technical passport costs 500 rubles;
- Assigning and issuing a license plate will cost 1,000 rubles.

Registration of movable property is subject to state duty. It is established by the Tax Code. The paid receipt must be attached to the list of documents when submitting the application. In 2022, you will need to pay for the provision of the service:
- 300 rubles is the state fee for obtaining a vehicle registration certificate.
- To make changes to the vehicle passport you need to pay 300 rubles.

Registration of a moped with an engine capacity of 50 cubic meters
Any motorized vehicle (motorcycle, moped, scooter) must be registered if its engine volume is more than 50 cm³. If it is less, up to 50 cubic meters, registration is not required. Difficulties can arise with Chinese scooters: it will be possible to find out their engine size if the unit is disassembled. But you can study its markings (number). The letters “A”, “B” indicate a volume up to 50 cm³, the rest (G, H, I, L, M) – a volume from 50 cm³.
To register a 50cc vehicle, you will need the following documents:
- passport of a citizen of the Russian Federation;
- PrEP;
- PTS;
- diagnostic inspection card;
- OSAGO policy;
- check for payment of state duty.
To ride a moped with an engine capacity of over 50cc, you must have a driver's license with an open category "A". If the engine volume is less than 50 cm³, you need to have a license with category “M” or any other open one.
Registration through “State Services”
If you have a personal account on the State Services portal with a confirmed status, you have the opportunity to register a motorcycle via the Internet and pay 30% less duty.
The State Services portal allows you to:
- submit an electronic application to the nearest MREO traffic police department;
- pay the state fee online;
- Make an appointment with the inspector at a time convenient for you.
Registration via the Internet will not save you from visiting the traffic police and submitting your vehicle for inspection. However, you will spend much less time on this than if you go through this procedure on a first-come, first-served basis.
