In recent years, due to their mobility and easy operation, scooters have become the most popular means of transportation. The traffic rules for mopeds and scooters differ little from the traffic rules for drivers of passenger cars, since both types of vehicles are a source of increased danger.

Permitted age for driving

The Russian Traffic Regulations do not specify a minimum age for moped drivers. But it is worth considering that you must obtain a license for this transport.

IMPORTANT! For mopeds and scooters, you need to get a category “M” driver’s license, which is issued only to citizens at least 16 years of age. Therefore, only persons over sixteen years of age can drive a moped.

Many parents buy mopeds for their children aged 10-15 years. This is not only an unwise act, but also illegal, given that the child will be driving the scooter independently. If a child driving a moped is stopped by traffic police, the parents will have to pay a considerable fine.

Road rules for scooters in 2022

Good afternoon, dear reader.
One of the previous articles on pddmaster.ru discussed whether a scooter driver needs a helmet. However, this is not the only question that arises among two-wheeler owners.

Even though a driver's license is required to operate mopeds, many scooter drivers do not know the traffic rules that apply to them.

This article discusses in detail the traffic rules for scooter drivers in force in 2022:

What are the main restrictions for drivers?

A moped and a motorcycle are different vehicles, despite the same number of wheels. The category of mopeds includes:

  • M - engine capacity no more than 50 cubic meters. cm.;
  • A1 - engine capacity no more than 125 cubic meters. cm.

The category indicated on the driver's license must correspond to the engine power of the vehicle. The maximum speed of a moped should not exceed 50 km/h, otherwise it can be classified as a motorcycle.

If we briefly talk about the requirements for the vehicle and its driver, then it is worth highlighting the following points:

  1. You can drive a moped from the age of 16 and only if you have a license with the appropriate category.
  2. The maximum speed of a moped, declared in the PTS, should be no more than 50 km/h. If an ATV has similar characteristics, then it is equated to mopeds.
  3. You can carry passengers on a moped only if there are special places designated for this.
  4. The vehicle must be equipped with headlights and turn signals. According to clause 19.5 of the traffic rules, all vehicles must have running lights or low beam headlights on during the daytime. At night it is forbidden to move without headlights.
  5. If the vehicle's maximum speed is 40 km/h or less, entry on the highway is prohibited.
  6. The driver and passengers must wear a fastened helmet.
  7. A moped cannot be towed (under any circumstances). This transport is only allowed to be transported with partial or full loading on a transport vehicle. Only motor vehicles with a side trailer (sidecar) can be towed.
  8. It is prohibited to transport large items on a scooter. The load must not interfere with vehicle control, block the view, or exceed the norm of 0.5 m in length or width of the motor vehicle.
  9. It is prohibited to make a U-turn across tram tracks or make a left turn on the roadway (route).
  10. You cannot cross the path of pedestrians while moving along a zebra crossing.
  11. Drivers are required to hold the steering wheel with at least one hand while driving. Driving without hands is prohibited.

REFERENCE: If the category ML is indicated in the “special notes” column on the driver’s license, then the person will not be able to drive a moped, since this designation implies that the driver has health problems that prevent driving.

Railway

If there is a railway nearby, you can transport the moped in a special freight car. You need to wait for the train, which has such compartments. You will have to pay for transportation according to the weight of the moped.

One of the simple, but quite expensive ways is to call a tow truck. Special transport will pick up the moped at any section of the route and bring it to the service station or the owner’s garage.

Where can you drive a vehicle?

The basic rule for driving on the roadway is that drivers of mopeds and scooters must move on the far right side of the lane in a single file. Thus, you can ride a moped on the same roads as a car. Besides:

  • Riding a moped on the side of the road is allowed if this does not interfere with pedestrians;
  • Single-file traffic is allowed in the lane for cyclists (marked with special markings).

If there are several mopeds on the lane, then they must move one after another.

Where should vehicles be located on the roadway?

You can ride a scooter on the roadway, but only in the outermost row of the right lane. In populated areas it is also permissible to occupy the left lane. Motorcycles without a side trailer can travel in a row, occupying the right edge of the roadway.

If there is a lane for cyclists next to the roadway, then you need to move along it.

According to paragraph 24.4 of the traffic rules, a moped driver must give way to all vehicles if he is in a situation where he is moving on a bicycle path that intersects with an uncontrolled intersection.

How I almost killed myself, or why towing mopeds and two-wheeled vehicles is prohibited.

As popular sayings say, two not very smart people are strength. So, I’m sitting here, not touching anyone. I'm waiting for a friend who is supposed to come visit me this afternoon. And then the call came, I think the gate needs to be opened. But it turns out no, I got stuck a couple of kilometers away. The gearbox in the Italian scooter, which he bought for 50 thousand, broke down (the market is 100-200, but I’m silent, this is a topic for another conversation) and he can’t walk, because the hill can’t get to me because it’s broken.

And then the wife, hearing the conversation out of the corner of her ear, says take the car and meet him. But I got to thinking, I know the traffic rules from cover to cover, I know that towing mopeds, and even motorcycles by cars, is prohibited. I don’t think everything is like it is with people. On the other hand, I remember how 20 years ago I studied at a driving school, and they told me that the rules were written in the blood of people who made mistakes on the road. I’m wondering, what kind of mistake can you make when towing two-wheeled vehicles? Especially with my experience, and not quickly.

And in general, I didn’t come up with anything smarter to deceive the system. I think I’ll go on a bicycle, they’ll stop me, so I don’t even have to show my license. Great and great. Documents at home, no need to carry them. Great idea, I'll take it and go.

I've arrived, my friend is bored. He asks what the hell is this and how can I tow it with a big one. And literally a month before this, I moved my old 2107 grand and accelerated it to about 30 km on a tie. I put my wife behind the wheel. I received a million comments on YouTube about the installation, and I actually know that it’s not difficult to carry a motorcycle.

We had to make our way through every turn, we passed the traffic police building, and after a couple of kilometers there was a house. I look at the heating and power, uphill 3000W, the engine is cold, my friend on his heavy bike is in shock.

And here, I will attach a video, because otherwise many will say that this is a fiction, and I understand that usually people are friendly, or quickly cut out of the roadway with their own efforts, and so, at 4 minutes, according to the recorder, this piece of the driver runs into ours cable with your front wheel.

How will I know about this? Time stretches somewhat, and something with terrible force pulls me back, tearing me off the saddle, stopping me instantly. It’s good that the speed was more than 30 km/h, otherwise I would definitely have been killed. And there are cars nearby in both directions.

I don’t want to say that take a short rope, I don’t want to say that you fasten it smarter so that it doesn’t get tangled under the wheel, I don’t want to say instruct the person being towed, but I want to say that there is such a ban in the traffic rules for a reason. Do not tow 2 wheelers, it is dangerous. Which is what I showed, although I didn’t plan to.

But the motor didn’t matter, it didn’t even heat up uphill and 3000W was enough, at 6000W it didn’t even switch. (Lieutenant Rzhevsky, quietly, this is peak, registration and PTS are not needed yet). And here is the video:
