And there is no need to talk about studying in driving schools registered on the territory of Ukraine and obtaining the first Ukrainian driver’s license. Due to the fact that many motorists who live in uncontrolled cities cannot learn to drive and obtain a Ukrainian license, they are forced to limit themselves to local “certificates” and various documents for DPR-type cars.

At the same time, drivers can use such illegitimate documents issued by local authorities of the “MREO DPR” only within the “DPR”, “LPR”, and also temporarily enter the neighboring Russian Federation. Today, in uncontrolled cities of the Donetsk region, there are dozens of local driving schools that have received a certificate of registration on the territory of the “DPR”. So, category “M” is automatically opened for all drivers who have passed any exam at the traffic police. However, some drivers are still prohibited from driving mopeds. The restriction is imposed due to medical contraindications. The fact is that the license opposite category “M” in column No. 12 may contain the mark ML, which prohibits driving mopeds and scooters.

You also don’t need a license for a walk-behind tractor, despite the fact that it has an engine, and sometimes it’s even powerful enough to compete (purely in terms of power) with motorcycles and scooters.

The only exception is electric scooters with low-power engines (up to 250 W) and an acceleration speed of no more than 10-15 km/h. Such models are considered for children and do not require a driver's license.

The scope of application of electric transport of this type is also wide. It is used not only for moving around the city and surrounding areas, but also for moving inside large industrial, scientific, military and entertainment complexes.

The legal framework regarding riding scooters and mopeds is very variable. The federal law on the need to register category M licenses was introduced in November 2013. To obtain a license, you need to undergo training at a driving school and pass the appropriate exam at the State Traffic Safety Inspectorate.

Fines and punishments for driving a scooter without documents

Fines and punishments for driving this vehicle are imposed if:

  • there is no license of a suitable category for driving a vehicle;
